There's a new standoff brewing between Britain and the EU after British lawmakers last night voted to reopen talks on the Brexit agreement. They've given Prime Minister Theresa May a mandate to renegotiate the so-called Irish backstop. That's the plan to avoid a hard border between Northern Ireland and the Republic of Ireland. But it's not clear what she can actually achieve, because the EU insists that that provision cannot be changed.
