In the run-up to local elections in Russia, police have cracked down on protesters who accuse the government of keeping candidates off the ballots. Elections are being held in 19 regions across Russia. Critics say the vote won't be free or fair because local governments have the last word on who makes the final list of candidates. While officially sanctioned candidates are on the ballot, those opposed to the government appear often to have been silenced.
