Hong Kong has had its 21st straight weekend of anti-government protests. Clashes with police took place in pockets around the city. Thousands turned out once again, but the number of protesters was fewer than in past weeks when turnout was reported in the hundreds of thousands or even millions. Is the pro-democracy movement beginning to lose momentum?
