The 25 EU Heads of State or Government signed the Treaty establishing a Constitution for Europe and the Final Act adopted on 18 June 2004 in Brussels. The signing ceremony was held in Rome, in the Hall of Horaces and Curiaces, where the Treaty establishing the European Community was signed in 1957 by the six founding countries: France, Germany, Italy, the Netherlands, Belgium and Luxembourg. Among the candidate countries, Bulgaria, Romania and Turkey signed the final act while Croatia merely participated in the ceremony. After the signing of the Treaty, the Member States will have to ratify the Constitution in accordance with their respective internal procedures. This process should take about two years.
