In Italy, Venice's Mayor Luigi Brugnaro is blaming climate change for the worst flooding in more than 50 years. Prime Minister Giuseppe Conte has called the flooding a blow to the heart of Italy, and the Italian cabinet is set to declare a state of emergency. The flooding has brought calls for more to be done to protect the historic city from the ravages of rising sea levels. Construction on an underwater sea barrier, known as the 'Mose,' started in 2003. So why hasn't it been finished?
