The 5-week vacation that Congress takes every year and has rebranded as a "district work period," used to be a time when members of Congress would hold packed town hall meetings where people could get up close and personal, and ask any questions they wanted. Now, members of Congress have pretty much all put an end to up close and personal town hall meetings.

House Democratic and Republican leaders handed out "tool kits" full of talking points and specific event ideas, along with sample editorials written and ready to be planted in hometown newspapers.
