Recalling the 30 November 1976 statement, the Rome European Council reaffirmed the importance it attaches to the maintenance of good relations between the Community and Japan. The European Council also examined the situation in the steel sector on the basis of a Commission communication. This sector is currently in its most critical depression since the creation of the Coal and Steel Community. The Heads of State and Government reaffirmed their intention to re-establish, by the appropriate means, the viability and commercial characteristics necessary for the steel industry to maintain Europe's industrial capacity. Finally, the European Council, having considered the outlook for the Community's economic development, agreed that the promotion of a durable economic revival and an improvement to the serious employment situation in the Member States, whilst avoiding recourse to inflationary measures, required improved cooperation both at Community and international level.
