A couple months ago before Avengers Age of Ultron had come out, in an interview with Collider, Mark Ruffalo who plays Bruce Banner/The Hulk said the main reason that there wasn’t a Hulk standalone movie was because of rights issue with Universal. However in a report on Forbes.com details of the agreement between Universal and Marvel show that isn’t the whole story. According to the article, Universal only has right of first refusal to distribute a Hulk movie but Marvel actually has the cinematic rights to produce the movie. The report also suggests that Marvel is the one holding up the film with concerns over story, budget, and overall risk.
