Qatar has approved labor reforms ahead of hosting soccer's 2022 FIFA World Cup. The gulf state has done so after coming under fire for exploiting the migrant workers who are building the stadiums for the football matches. The kafala system subjecting the workers to de facto slave conditions has been abolished. The changes will come into effect at the beginning of 2020, but how likely are they to be enforced?
