Russian president Vladimir Putin has accused Ukraine of a pre-meditated provocation in the naval confrontation off Crimea. Tensions between Moscow and Kyiv escalated after Russia seized three Ukrainian vessels on Sunday. At least a dozen Ukrainian sailors are in custody. Ukraine's president has declared martial law in parts of the country, and warned that Russia is preparing for war. He has the backing of the US Special Representative for Ukraine, Kurt Volker.
