Her family says she wasn't. But her death was called, 'collateral damage' by Ronald dela Rosa, who is a senator and a former head of the Philippines police. He has led President Rodrigo Duterte's 'war on drugs.' Now the UN has decided to investigate. The UN Human Rights Council will set up a preliminary investigation into the anti-drug campaign that has killed more than 6,000 people in three years.
