Is a No-Nicotine Hiring Policy Discriminatory?

Is it unfair for a business to refuse to hire nicotine users? U-Haul now plans to stop interviewing and hiring people who use nicotine, and people hired have to agree to screenings in the future under their new hiring policy. The new rules will not apply to past employees. Is screening applicants this way discrimination or smart for the company?
