On 13 December 2016, the European Commission has proposed to update the rules that coordinate social security systems in Europe.
A national of France moves to Germany without a job and without actively looking for one. His stay does not respect the conditions for legal residence, as he does not have sufficient resources of his own. Germany can therefore refuse access to social security benefits.
Moving and working in another EU country is a fundamental right of all EU citizens. However it is not a right to free unconditional access to social benefits in another country.
